A recent investigation by the Department of Government Efficiency (DOGE) has uncovered that $2 billion in taxpayer funds were granted to a newly established nonprofit organization with connections to Georgia Democratic figure Stacey Abrams. The revelation has raised further concerns about government transparency and oversight in federal grant allocations.
The Washington Free Beacon reports that the Environmental Protection Agency (EPA) under the Biden administration awarded the grant in April 2024 to Power Forward Communities, a coalition founded in late 2023 with minimal financial history. The nonprofit, which reported just $100 in revenue during its initial three months, received the funds through the EPA’s Greenhouse Gas Reduction Fund, a program created under the Inflation Reduction Act of 2022.
“As we continue to learn more about where some of this money went, it is even more apparent how far-reaching and widely accepted this waste and abuse has been,” EPA Administrator Lee Zeldin said. “It’s extremely concerning that an organization that reported just $100 in revenue in 2023 was chosen to receive $2 billion. That’s 20 million times the organization’s reported revenue.”
EPA Administrator Lee Zeldin also revealed that the Biden administration had moved the $20 billion allocated for Greenhouse Gas Reduction Fund grants to an external financial institution before leaving office.
“I made a commitment to members of Congress and to the American people to be a good steward of tax dollars and I’ve wasted no time in keeping my word,” Zeldin told the Washington Free Beacon. “When we learned about the Biden Administration’s scheme to quickly park $20 billion outside the agency, we suspected that some organizations were created out of thin air just to take advantage of this.”
This decision limited direct federal oversight of how the funds were distributed. Among the eight recipients of these grants, Power Forward Communities has drawn particular scrutiny due to its lack of experience managing such large sums and its political affiliations.
The nonprofit is closely tied to Abrams, who serves as senior counsel for Rewiring America, a leading organization in the Power Forward Communities coalition. Abrams has been an outspoken supporter of the Biden administration’s green energy initiatives and actively campaigned for former Vice President Kamala Harris, according to the Washington Free Beacon.
Critics argue that this situation confirms long-standing concerns about federal funds being directed to newly created organizations designed to benefit from Democratic-backed policies. Zeldin emphasized the need for accountability.
“One of my very top priorities at EPA is to be an excellent steward of your hard-earned tax dollars. There will be zero tolerance of any waste and abuse,” Zeldin also said. “We will review every penny that has gone out the door. The days of irresponsibly shoveling boat loads of cash to far-left, activist groups in the name of environmental justice and climate equity are over.”
Power Forward Communities states its mission is to finance home energy efficiency upgrades, such as replacing gas-powered appliances with electric alternatives, installing heat pumps, solar panels, and electric vehicle chargers. However, some experts and advocacy groups have labeled the grant allocation as potential fraud, questioning how an inexperienced organization with such a low financial record was deemed capable of managing billions in public funds.
Further scrutiny has been directed at the organization’s affiliations. Power Forward Communities partners with the Southern Economic Advancement Project and Fair Count—two nonprofits founded by Abrams—as well as the American Federation of Teachers and the AFL-CIO, both of which are aligned with Democratic policies. The coalition also collaborates with Climate Power, a group that launched a $55 million ad campaign supporting Kamala Harris’s presidential bid.
Neither Power Forward Communities nor Stacey Abrams has responded to media requests for comment on the matter. Such reports that suggest favoritism and corruption in U.S. taxpayer funding continue to surface, even as Democrats decry DOGE and its mission to root out waste, fraud, and abuse.
